The Failure of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The succession of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are waged: optimistic declarations are issued from different nations. Considerable effort is allocated on managing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from across the border, a capacity afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, presumably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the hostile projectile won't cause damage this time, sparing the city from ruin and another blackout.

Persistent Threats

Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.

Periodically, this continued until dawn. Kyiv awoke to the morning news: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a reliance that regional partners are evidently unprepared to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, continue.

Strategic Calculations

It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's south or east.

The issue is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing civilians and areas but avoiding a complete military breakdown until situations evolve in its advantage.

Present Conditions

Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
